Unity 2019.4.26f1 not recognizing Visual Studio Tools for Unity

We're trying to update from 2019.2.18f1 to 2019.4.26f1. Our builds happen on a build VM. That build VM is **inaccessible**. I want to emphasize that. It cannot be accessed. So we send our builds to an *inaccessible* build VM and it builds it via command line. Previously, we had 2019.2.18f1 on the default Visual Studio 2019 Enterprise image - (i.e. https://azuremarketplace.microsoft.com/marketplace/apps/microsoftvisualstudio.visualstudio2019latest?tab=Overview ) which has all workloads - including Visual Studio Tools for Unity. We updated the image to now have 2019.4.26f1. When we did so, we began to get the following error from one of our scripts: Assets\Xbox Live\Editor\XboxLivePostProcessing.cs(14,11): error CS0246: The type or namespace name 'SyntaxTree' could not be found (are you missing a using directive or an assembly reference?) And then, as per our workflow, the VM is trashed and deleted. This is part of why it cannot be accessed. So anyway, for some reason, 2019.2.18f1 was able to find the Visual Studio Tools for Unity, but 2019.4.26f1 was not able to find Visual Studio Tools for Unity. Any idea why this would be?
